A urea cycle enzyme that catalyzes the formation of orthophosphate and L-CITRULLINE from CARBAMOYL PHOSPHATE and L-ORNITHINE. Deficiency of this enzyme may be transmitted as an X-linked trait. EC 2.1.3.3.
